The Ten Planks of the Communist Manifesto (1848)
In 1848 Karl Marx and Friedrich Engels published the Communist Manifesto, which among other things outlined their plans for an authoritarian form of stateist government that striped individuals of all their natural rights. This is a blueprint for totalitarian government that seeks to uplift the good of the state over the good of the individual. Implementing the Ten Planks of the Communist Manifesto represents the ultimate attack on individual liberty.
1. Abolition of private property and the application of all rent to public purpose.
In 1213 King John granted all English lands to the Pope. By which John did “establish perpetual obligation and concession” of said lands. This agreement was “perpetually valid and firm.” Beginning with the First Charter of Carolina in 1663 and continuing with the Second Charter of Carolina in 1665 a tax was levied as a rent on the lands held by the Crown in the colony of Carolina (the whole colony), the western part of which later became Tennessee. Article 4 of the Paris Peace Treaty of 1783 stipulates, “It is agreed that creditors on either side shall meet with no lawful impediment to the recovery of the full value in sterling money of all bona fide debts before contracted.” This included the rents specified in the Charters of Carolina of 1663 and 1665. The framers of the Constitution for the United States of America stated, “All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation” (Article VI, Section 1).
The 14th Amendment of the U.S. Constitution (1868) created an artificial entity known as the “United States” and “United States Citizens.” Under 28 USC section 3002, sub-section 15, A the “United States” means “a Federal Corporation.” Now, the government knows that it cannot tax state Citizens who live and work outside the territorial jurisdiction of Article 1, Section 8, Clause 17 (1:8:17) or Article 4, Section 3, Clause 2 (4:3:2) in the Constitution for the United States of America. So, in 1940, Congress passed the "Buck Act", (4 U.S.C.S. Sections 105-113). In Section 110(e), the Act authorized any department of the federal government to create a "Federal area" for imposition of the "Public Salary Tax Act" of 1939. This tax is imposed at 4 U.S.C.S. Sec. 111. The rest of the taxing law is found in the Internal Revenue Code. The Social Security Board had already created a "Federal area" overlay. In 4 U.S.C.S. Sec. 110(d), the term "State" includes any Territory or possession of the United States." And in 4 U.S.C.S. Sec. 110(e). The term "Federal area" means any lands or premises held or acquired by or for the use of the United States or any department, establishment, or agency of the United States; and any Federal area, or any part thereof, which is located within the exterior boundaries of any State, shall be deemed to be a Federal area located within such State."
The Creation of the Bureau of Land Management and the Environmental Protection Agency have brought Federal regulation to private property, in a particle sense abolishing all private property ownership. Added to this have been Occupational Safety and Heal Administration (OSHA) regulations in the workplace. Locally property rights are further challenged by zoning laws, with rents charged through school and property taxes. In 2005 the Supreme Court ruled in Kelo v. New London that the government could seize land through imminent domain for commercial use, further eroding property rights.
2. A heavy progressive or graduated income tax.
Abraham Lincoln signed into law the Internal Revenue Act of 1862, establishing the IRS and the Income Tax. The 16th Amendment of the U.S. Constitution gave presumed authority for a Federal Income Tax in 1913. The Social Security Act of 1936 created further taxes upon our income. Joint House Resolution 192 of 1933; and various State "income" taxes further create a progressive and graduated income tax..
3. Abolition of all rights of inheritance.
We call it Federal & State estate Tax (1916); or reformed Probate Laws, and limited inheritance via arbitrary inheritance tax statutes and reformed Probate laws.
4. Confiscation of the property of all emigrants and rebels.
America began this with the Alien and Sedition Act of 1798. Today, we call in government seizures, tax liens, Public "law" 99-570 (1986); Executive order 11490, sections 1205, 2002 which gives private land to the Department of Urban Development; the imprisonment of "terrorists" and those who speak out or write against the "government" (1997 Crime/Terrorist Bill); or the IRS confiscation of property without due process. Similar concepts were included in the Trading With The Enemy Act 12 U.S.C 95a, which was amended by Congress to include “citizens of the United States” within its definition of “enemy”. These are further promoted through the U.S.A. PATRIOT ACT and the Military commissions Act.
5. Centralization of credit in the hands of the State, by means of a national bank with state capital and an exclusive monopoly.
We call it the Federal Reserve which is a credit/debt system nationally organized by the Federal Reserve act of 1913. All local banks are members of the Fed system, and are regulated by the Federal Deposit Insurance Corporation (FDIC).
6. Centralization of the means of communication and transportation in the hands of the State.
We call it the Federal Communications Commission (FCC) and Department of Transportation (DOT) mandated through the ICC act of 1887, the Commissions Act of 1934, The Interstate Commerce Commission established in 1938, The Federal Aviation Administration, Federal Communications Commission, and Executive orders 11490, 10999, as well as State mandated driver's licenses and Department of Transportation regulations.
7. Extension of factories and instruments of production owned by the State, the bringing into cultivation of waste lands, and the improvement of the soil generally in accordance with a common plan.
We call it corporate capacity, The Desert Entry Act, and The Department of Agriculture, as well as the Department of Commerce and Labor, Department of Interior, the Environmental Protection Agency, Bureau of Land Management, Bureau of Reclamation, Bureau of Mines, National Park Service, and the IRS control of business through corporate regulations.
8. Equal liability of all to labor. Establishment of Industrial armies, especially for agriculture.
We call it the Social Security Administration and The Department of Labor. The National debt and inflation caused by the communal bank has caused the need for a two "income" family. Women in the workplace since the 1920's, the 19th amendment of the U.S. Constitution, the Civil Rights Act of 1964, assorted Socialist Unions, affirmative action, the Federal Public Works Program, AmeriCorps and, of course, Executive order 11000 provides for the forced mobilization of civilians into work brigades.
9. Combination of agriculture with manufacturing industries; gradual abolition of the distinction between town and country by a more equable distribution of the population over the country.
We call it the Planning Reorganization act of 1949 , zoning (Title 17 1910-1990) and Super Corporate Farms, as well as Executive orders 11647, 11731 (ten regions) and Public "law" 89-136. The United States was dissected by the Federal Government into a number of Federal Areas (see the Buck Act above) or regions overlaid over the states: 10 FEMA regions, 12 Federal Reserve Districts, 10 Federal Court Districts, and 10 EPA regions as examples.
10. Free education for all children in government schools. Abolition of children's factory labor in its present form. Combination of education with industrial production, etc. etc.
People are being taxed to support what we call 'public' schools, which train the young to work for the communal debt system. We also call it the Department of Education, the NEA (the only Labor Union with a Cabinet level representative) and Outcome Based "Education" and the No Child Left Behind Act. Teacher licensing laws, local and state regulations make even private schools and home schoolers report to the government about whom they are educating, what they are learning, and who is teaching them.
